Russia allows dirtier fuel as drone strikes hit supply

Russia has quietly relaxed fuel quality rules to ease a growing shortage. Since last autumn, the government has allowed refineries to sell gasoline with sulfur levels up to 15 times higher than the European Union limit. The move comes as Ukrainian drone strikes continue to disrupt Russian oil processing, forcing rationing in some regions. The lower-grade fuel, known as Euro-3, was previously banned for most uses.
