Finland Makes Permanent Residence Much Harder to Get

Finland has significantly tightened the requirements for foreign nationals to obtain a permanent residence permit. New amendments to the country's Aliens Act will take effect in April. The key change is a longer residency period. Applicants must now live continuously in Finland for six years, up from the previous four-year requirement. The rules also become stricter in three key areas. First, language proficiency standards will be raised. Second, applicants must show a longer and more stable record of employment or self-employment. Third, authorities will conduct stricter "integrity" checks, meaning a closer review of an applicant's adherence to laws and financial obligations. A permanent residence permit allows a person to live in Finland indefinitely. It is separate from Finnish citizenship. The government states the changes aim to better support integration into Finnish society. Critics argue the new rules may discourage needed foreign workers.
