Both governments justify these attacks by calling the targets “military.” But the facts decide which side’s claim holds up. Russia’s strikes on Ukraine’s energy infrastructure have repeatedly cut power to millions of civilians during winter. Ukraine’s recent strikes focus on Russian military logistics and fuel depots that directly supply invading forces. International law allows a country to hit enemy infrastructure if it serves a clear military purpose. Ukraine’s targets are tied to Russia’s war machine. Russia’s targets often serve no purpose other than to break civilian morale. The difference is not in the words both sides use. It is in the reality on the ground. One justification fits the evidence. The other does not.
